Once approved by the City Council, the budget may be presented to the public for voting by the public as a whole. A “1-1-1” vote of the public as a whole on a budget item should be taken. If, however after this vote, a majority of the City Council remains against the item, the City Council is still required to take action on the item at their next meeting.  Form W-3 is used by the State of New York as the documentation for submitting to the IRS. It is a paper tax form with instructions. This form is free of charge and submitted to the IRS.
